City Manager - Stuart Turille

Municipal Management Experience includes:
Deputy County Administrator and Economic Development Coordinator for Essex County (2018-2021), involved directly with all aspects of economic development in region including the Essex Area Business Forum, Economic Development Authority, Tappahannock Main Street. Town Manager of North Topsail Beach, North Carolina (5 years), Town Administrator of St. Paul’s, North Carolina (6 years), Assistant to Town Manager of Matthews, NC (2 years) and Budget/Management Analyst of Broward County FL (3 years). Worked in international economic development at the World Bank for three years.

Mr. Turille earned two Masters degrees (MA in International Affairs and an MPA in Local Government) in addition to a BA from UVA.

Native Virginian from Lynchburg VA, Stuart lives with his wife and 6-year-old daughter.

Deputy City Manager - Tangela Innis

Description automatically generatedPetersburg City Manager Stuart Turille has promoted Tangela Innis to the position of Deputy City Manager.


Mrs. Innis comes to the Deputy City Manager position with over 16 years in local government management experience. She has worked in Petersburg government for nine years. For the past four years, Innis was Director of Public Works and Utilities, one of Petersburg’s largest departments. Innis has also served as Operations Manager and Purchasing Agent. 

Innis earned her Bachelor of Liberal Arts with a minor in psychology from The College of New Rochelle and a Master of Business Administration degree from Strayer University. Mrs. Innis and her husband Rafael have five adult children and several grandchildren.
