[ARCHIVED] City Fills City Assessor Position

– Mayor Brian E. Moore and City Council announced during the October 21 City Council session the appointment of Richie McKeithen as the City of Petersburg’s City Assessor. Mr. McKeithen has served as Interim City Assessor since June 2014.

“Richie McKeithen is a career professional who is helping to improve the efficiency of city operations,” said Mayor Brian E. Moore. “We are proud to have him on our leadership team and look forward to the continued progress.”

Mr. Mckeithen is responsible for the annual valuation of approximately 14, 234 parcels throughout the City as well as overseeing the daily management of the Assessment Office and all of its functions. Most recently he was the first Chief Assessment Officer for the City of Philadelphia, where he was responsible for the City’s first comprehensive citywide reassessment, which included approximately 579,000 parcels. He has also held the position of Director of Real Property Tax for the District of Columbia, where he was directly responsible for the annual valuation and billing of all real property throughout the city, approximately 200,000 parcels and the recordation of all deeds. Additionally, he was the City Assessor/Deputy Assessor for the City of Richmond, Virginia for approximately 4 years.

Mr. McKeithen earned an MBA from Morgan State University and a Bachelor of Science Degree in Business Management from Hampton University. He holds a Graduate Certificate in Real Estate and Urban Land Development from Virginia Commonwealth University and he has participated in the Leadership Program at Harvard University. He has a Certified General Appraisal License from the State of Virginia and a Certified Pennsylvania Evaluator’s License.
