[ARCHIVED] Residential Trash & Recycling Collection

Petersburg Residents: At this time, trash and recycling services will remain the same. Trash and Recycling pickup will continue as usual, in light of the permit revocation.

 

Background Information: 

•    November 2018, the Attorney General of the Commonwealth of Virginia filed a lawsuit against The CFS Group Disposal and Recycling Services, LLC for alleged repeated violations of the Solid Waste Management Regulations.


•    December 2018, the DEQ began the process to revoke the solid waste permit for the landfill.


•    October 16, 2019, the DEQ revoked the Solid Waste Facility Permit Number 228 to operate the Tri-City Regional Disposal and Recycling facility in Petersburg. The decision came after a formal hearing was held in June before a Hearing Officer. The CFS Group Disposal and Recycling Services, LLC has the right to appeal pursuant to Virginia law.


•    Under the Host Agreement negotiated with the sale of the landfill to the CFS Group, the City budgets for the following revenue. 

o    Host Fee         $180,000

o    Landfill Liaison    $  50,000

o    Annual Total    $230,000


•    Fiscal years 2016, 2017, and 2018, the City invoiced the Host Fee an average of $217,685 annually. 


•    Due to the closure of The Tri City Regional Disposal & Recycling Services (TCR) landfill, the City has realized a reduction in the Host Fee invoiced to CFS. Prior to the closure of the landfill the Host Fee invoiced averaged $18,200 per month. Since the landfill closure the Host Fee invoiced has averaged $11,400 per month. A loss of $81,600 this calendar year. 


•    Residents may still take waste to the transfer station as they have in the past.


•    Closure of the landfill is not expected to have an impact on the services Container First Services provides for trash collection. Since November 2018, CFS has been taking waste to the transfer station located at the landfill. The transfer station operates under a separate permit from the landfill and therefore may continue operation. Waste is loaded onto trailers which are hauled to Lunenburg Landfill, a second landfill owned by CFS, in Lunenburg County, Virginia. 


•    Municipal Solid Waste (MSW) and Curbside Recycling Collection Services are contracted through the Central Virginia Waste Management Authority (CVWMA) and Container First Services. The City has a Special Project Service Agreement with the CVWMA for these services. 


•    Worst case scenario, but a possibility, should Container First Services cancel the Municipal Solid Waste (MSW) and Curbside Recycling Collection Services contract with the CVWMA, the CVWMA will issue an emergency procurement for these services on behalf of the City. The trash and recycling carts will have to be switched to a new contractor and there should be little to no interruption to services.
